1. What is your view of the 2004 Attorney General Opinion regarding access to streams from county road bridges ?

I believe Montana citizens should be allowed to access streams and rivers from county bridges. This law serves to protect Montanas proud sportsman heritage.


2. In your opinion are public property rights important - often as important as private property rights?

Public rights are very important for the greater good for all.


3. Do you believe the state should be allowed to acquire water rights sufficient to allow major streams to function as natural aquatic systems?

Yes, wherever possible


4. Are you familiar with and do you support the Public Trust Doctrine?

Although I am not fully familiar with all the legal ramifications that the PTD provides for, I feel it is an imortant tool for many important causes that benefit our state.


5. Should we consider the sale of water in Montana’s rivers to be moved out of state?

My sense is no, but I need to learn more. I don't fully understand the question.


6. Should the Montana Department of Fish, Wildlife and Parks remain the sole decision maker for the allocation of licenses and permits that determine who may legally hunt and harvest Montana wildlife ?

Input for such decision should be from various groups and individuals who are well informed in regard to the species in question. The Montana FWP should make the final determination from what I know now.


7. What should be done to reduce elk populations that exceed optimum numbers as defined in current management plans?

This is a complicated question. The answer depends on the location of the herd and the type of damage they are doing and where the herd is in regard to its population "swing", ie. on the upside or downside of a swing.
